Water Resource Recovery Facility fees rising for first time in more than a decade

The City of Shelbyville Public Utilities Board approved three 2026 budgets Tuesday morning at City Hall (photo).

The Water Resource Recovery Facility’s budget will include an 8% increase in wastewater fees to cover projected expenses.

The rate increase is the first time in 13 years, according to Shelbyville Mayor Scott Furgeson, who is one of three members of the Utility Board along with Tom Reaves and Rod Meyerholtz.

Even with the rise in rate, Shelbyville has the second lowest rate in the state of Indiana, according to Furgeson.

The Stormwater-MS4 budget will increase by 2%.

The Public Utility Office’s budget also will see a minimal increase to cover 2026 services and expenses that are beyond its control.

In the Board of Public Works and Safety meeting Tuesday morning, a vote was held to order the property clean-up at 815 Center St. The owner of the property is currently incarcerated.

The board of works also is attempting to clean-up the property at 510 E. McKay Road but the owner also is incarcerated at this time, and the residents of the property are challenging the order.

City Engineer Tyler Comstock informed the board members, the same three men that sit on the Public Utilities Board, that Duke Energy will be installing a streetlight along Amos Road at a crosswalk area.

Comstock also presented the board of works with a contract from Duke Energy for lights that will be installed in early 2026 along North Riley Highway.
