Twenty-seven-year-old Richard Tavarez-Matta of North Carolina was driving on U.S. 30 at 83 mph in a 50-mph zone at 3:30 a.m. Wednesday.
Corporal Schieber with the Plymouth Police Department stopped the vehicle at U.S. 30 and Redwood Road and began his investigation. It was determined that Tavarez-Matta had never been issued a license, had suspected marijuana, and was found to be impaired.
Richard Tavarez-Matta was lodged in the Marshall County Jail pending criminal charges of operating a vehicle while intoxicated on controlled substances, operating a vehicle while intoxicated-endangering, possession of marijuana, and possession of paraphernalia.
