Plan Commission approves site development plan for community center at Horseshoe Indianapolis

A community center for employees at Horseshoe Indianapolis’ horse racing facility is nearly ready to start construction.

The site development plan for the 7,000-square-foot building was approved Monday at City Hall by the Plan Commission.

The building that sits on a 2.5-acre tract will offer banquet space, offices and a worship area that can be utilized by those involved with horse racing at the racino in Shelbyville.

“The new community center is primarily for employees that work and reside at the horse track,” explained Shelbyville Plan Director Adam Rude.

Once all the paperwork is finalized, the goal is to break ground as soon as possible, according to Chris Duke with Elite Home LLC.

Also on Monday, the Plan Commission welcomed two new members during its first meeting of 2025. Betsy Means-Davis is the Shelbyville Common Council appointee this year while Tyler Comstock is the new city engineer.

The 2024 officers were retained in 2025. Mike Evans will continue to serve as president with Doug Cassidy as vice-president.

Board of Public Works and Safety

The Board of Works approved a 30-day extension to clean up the property at 1022 Lincoln St.

Owner Angela Lovett appeared at Tuesday morning’s meeting at City Hall to discuss the property. With temperatures climbing this week, she expects to make significant progress on getting the property cleaned up.

The board also approved a road closure at Montgomery St. and Webster St. on Feb. 4-6 so work crews can complete a sanitary line tie-in for the Eight37 Lofts project on the city’s west side.
