Tuesday morning, Plymouth Mayor Robert Listenberger read a proclamation dedicating the month of April to Work Zone Awareness in Plymouth in honor of Ben Fisher.
Addressing the founder of the Ben Fisher Foundation, Jo Fisher, the mayor said, “You’ve worked very hard at this Work Zone Awareness Month. I understand that this is the fifth year, and Plymouth, Indiana, was the very first city to adopt it as Work Zone Awareness Month.”
Like the rest of the nation, Indiana will observe National Work Zone Awareness Week from April 21st to 25th, with the theme "Respect the Zone so We All Get Home".
In 2019, at the age of 29, Ben Fisher, a community member, was struck and killed in a work zone by an impaired driver as he was working as a traffic control flagger on State Road 13 in Syracuse.
The non-profit created by his mother is dedicated to increasing driver awareness and improving safety for road crews around the State of Indiana. The foundation encourages all drivers to slow down in any and all work zones.
The Ben Fisher Foundation will be at the intersection of Michigan and Jefferson Streets on Friday, April 11th, from 1 to 7 and Saturday, April 12th, from 9 to 5, accepting donations for the foundation as they work to bring awareness to road work safety.

WHEREAS, MAYOR ROBERT LISTENBERGER AND THE CITY OF PLYMOUTH recognize the safety of workers along all Indiana's roadways is paramount as they ensure the reliance of our communities through the construction, improvement, and maintenance of our CITY, COUNTY, and STATE''S transportation system, and
WHEREAS, in 2025, MAYOR LISTENBERGER joins BENJAMIN J W FISHER MEMORIAL FOUNDATION INC in support of the initiative to expand WORK ZONE AWARENESS to the full Month of April, vital to all who Work and Travel Indiana Roads and
WHEREAS THE CITY OF PLYMOUTH agrees, because of Governor Holcomb's historic infrastructure investments, the Indiana Department of Transportation NEXT LEVEL ROADS projects into the existing work program to combat congestion, Improve safety, and ensure a more resilient transportation systems; and
WHEREAS, THE CITY OF PLYMOUTH recognizes Indiana crews work in and around live traffic at all times of the day, making an emphasis on safety even more important and
WHEREAS, THE CITY OF PLYMOUTH recognizes drivers should use extra caution in Work Zones, adhere to the posted Work Zone speed limit, and remove all distractions that hinder safe driving, and
WHEREAS, the CITY OF PLYMOUTH and Indiana Department of Transportation continues to do its part to improve the safety of workers by setting an example using innovative technology on our roadways, which provides drivers with alerts about
active Work Zones and helps them navigate these areas more safely and efficiently; and
WHEREAS, THE CITY OF PLYMOUTH joins and believes Work Zone Awareness Month is an opportunity to encourage motorists to drive with extra caution in Work Zones.
NOW, THEREFORE, ROBERT LISTENBERGER, MAYOR of the CITY OF PLYMOUTH, COUNTY OF MARSHALL, STATE OF INDIANA, does hereby extends greetings and best wishes to all observing April 01 to 30, 2025, as Work Zone Awareness Month.
