Law enforcement responded to information related to a possible child solicitation in Culver.
On Saturday at 10:10 p.m., Culver Police were dispatched to a residence on Main Street regarding information related to possible child solicitation activity.
Officers with the Culver Police Department arrived arriving at the scene spoke to the person reporting the alleged activity — a person who is a member of an organization that participates in online predator exposure. That person stated that they were speaking with a man at that location who was alleged to have been engaging in sexually explicit online conversations with a decoy, whom the man believed was 13 years of age.
During the course of the investigation, evidence supported probable cause that the man was having explicit conversations online with a person he believed to be 13 years of age.
The officers made a probable cause arrest of 29-year-old Chanoy Rabath-Dingkin of the North Main Street address in Culver for the alleged crime of felony Child seduction.
Rabath-Dingkin was incarcerated at the Marshall County Jail on a probable cause affidavit reviewed by the Marshall Superior Court for the charges of Child Solicitation, a level 4 felony, and Inappropriate Communication with a child, a class B misdemeanor.
He is currently being held on a $50,000 cash bond. A report will be filed with the prosecutor's office for review of formal charges.
The Culver Police Department further stated in their press release that they are aware of online social media comments relating to the address of the incident being in proximity to a local school.
The press release stated:
"Other than the recent investigation on Oct. 31, 2026, the department has not had any prior law enforcement encounters with Chanoy Rabath-Dingkin and has not received any prior reports or allegations of criminal activity related to this individual at this location. This recent investigation involved allegations of communication that were conducted using a decoy who the individual believed was 13 years of age. There were no victim children directly involved with this investigation."

Suspects are considered innocent until proven guilty in a court of law.
