Plymouth Plan Commission approves zoning updates on building permits and emergency key boxes

The Plymouth Plan Commission voted Tuesday evening to send two unanimous favorable recommendations to the Plymouth City Council, amending sections of the Plymouth Zoning Ordinance related to building permits and emergency access equipment.

The first amendment addresses the square footage threshold for accessory structure permits and clarifies requirements for roofing work. Under the previous ordinance, accessory structures under 120 square feet did not require a building permit. The amendment raises that threshold to 200 square feet, giving property owners more flexibility for smaller outbuildings without triggering the permitting process.

The amendment also resolves a conflict in the existing ordinance regarding roofing permits. Plymouth Plan Director noted that the Building Commissioner had identified inconsistent language — one section of the ordinance stated a permit was not required for re-roofing, while another section said it was. The amendment clarifies the ordinance, establishing that all roofing and re-roofing projects require a permit from the Plymouth Building Department, regardless of whether it is new construction or a replacement.

The second amendment updates language and authority related to emergency key boxes. The previous ordinance referred specifically to "Knox Box," a brand name product. That language has been replaced with the more general term "Emergency Key Box" to reflect broader usage.

The amendment also expands the authority for determining the placement of Emergency Key Boxes. Under the updated ordinance, the Plymouth Fire Chief may designate an employee on his behalf to determine installation location, and the Plymouth Building Commissioner also has the authority to make that determination.

Public hearings were held on both amendments, and neither drew public comment. The Plymouth Plan Commission's unanimous favorable recommendations now head to the Plymouth City Council for final approval.
