Monday evening, during the May 27th Plymouth Board of Public Works and Safety meeting, City Building Inspector Dennis Manuwal asked for a recommendation from the board to send a demolition order to the property owners of 309 Gibson Street, The Pointe.
Last year, on July 11th, the building commissioner issued an emergency order to Take Action on the property. On July 15th, an order to Take Action for repairs or rehabilitation was issued, and when nothing happened on July 29th, an emergency order to vacate was issued.
Since that time, the owners, RICH-MONS GROUP LLC, which is Bob Richards and the late Dennis Emmonds, have worked on making numerous repairs, including electrical, mold removal, and more. On January 24th, a violation order is issued with work to be completed in 30 days. On March 3rd, an inspection was completed, and the required repairs were not finished.
On May 19th of this year, the Plymouth Police Department responded to the address and found a person deceased in the facility. The police report indicated that the person had been living in one of the apartments, but an occupancy order had never been issued.
On May 27th, Anthony Collins, who had been representing Mr. Richards and hiring the companies to complete the required improvements, contacted the Plymouth Building Commissioner and said he was done working on the facility and would not be the person to contact from that date forward.
City Attorney Jeff Houin said that a demolition order requires a hearing. He said the Board of Public Works and Safety must approve sending the notice to the property owner and schedule a hearing for the next city meeting that would be on Monday, June 9th. Following the hearing, the city could confirm the demolition order if it felt it necessary.
If approved by the board, demolition action must begin within 30 days.
