City police officers arrested two individuals in separate incidents for driving without a valid driver’s license.
On Monday night, August 12th Officer Vinson was on the right shoulder of U.S. 30 near Pioneer Drive for a traffic stop and a blue passenger car passed the officers in the right lane failing to yield to emergency vehicles.
A traffic stop was initiated on that vehicle and during the investigation it was determined that the driver 44-year-old Rigoberto Ramos-Moran of California had no valid driver’s license. He was detained and transported to the Marshall County Jail where he was booked in for Operator Never Licensed. Ramos-Moran was booked in at 9:12 and posted bond at 10:35 that night and was released on bond.
Plymouth Police Chief John Weir was on patrol heading northbound on Oak Drive on Tuesday, August 13th at about 1:30 in the afternoon when a vehicle turned onto Jim Neu Drive in front of him and didn't appear to have a plate. As the chief turned onto Jim Neu behind the vehicle, he saw it had a tinted plate cover and that the paper plate numbers were not visible.
Chief Weir initiated a stop. As he approached the car, he saw that the plate was a homemade paper plate. When he asked the driver for his license, registration, and insurance Anner Duarte-Amador handed him a Nicaraguan ID card. Chief Weir asked if he had a driver's license, and he advised "no". The chief determined that the car had not been registered either.
During the investigation, it was found that Duarte-Amador, who lives on West Washington Street in Plymouth had been arrested for the same offenses in July 2023. He was taken to the Marshall County Jail and booked in for operating without ever obtaining a license at 1:55 in the afternoon. At about 4:15 that afternoon he bonded out.
Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
