Plymouth Redevelopment Commission takes 1st step to modify TID District # 3 project list

The Plymouth Redevelopment approved a resolution on Tuesday evening in TIF District # 3, amending a declaratory resolution of the Redevelopment Commission.

City Attorney Jeff Houin explained the resolution, saying, “In order for the Redevelopment Commission to spend funds, the project has to be included in the TIF Project Plan for that particular TIF District.” 

The proposal the commission was considering was from R2 Solutions to complete an efficiency analysis for the Aquatic Center. He said it will determine if there are ways to save money on energy costs. Houin said for Redevelopment to even consider the proposal, the TIF Plan must be amended, which is a lengthy process involving the commission passing a declaratory resolution stating the project is appropriate for the TIF District.  The project is reviewed by the Plymouth Plan Commission to make sure it fits the Comprehensive Plan.  If the proposal passes, it moves on to the Plymouth City Council for consideration.  Finally, if the City Council approves the plan, it comes back to the Redevelopment Commission for a confirmatory resolution and public hearing.  If the proposed project passes all that, then the Redevelopment Commission can consider the contract with R2 Solutions.

Houin said the contract is $16,600.

Non-voting commission member Robin Cupka asked if R2 Solutions would share some of the results they have had with other projects.

Houin said he would share contact information with members of the commissioner who would like to know more before making a decision.

The Plymouth Redevelopment Commission took the first step to amend the TIF Plan in District # 3 by unanimously approving the resolution.
