Plymouth man arrested for Child Neglect after toddlers found wandering alone in diapers

A Plymouth man was arrested Friday afternoon after two small children were found wandering unsupervised in the 700 block of Jackson Heights Road, according to the Plymouth Police Department.

Officers were dispatched to the area at 5:26 p.m. on July 24 after a caller reported seeing two young children roaming outside in soiled diapers with no adults present. One of the children had reportedly wandered out of a nearby garage.

When officers arrived, they located the children and began searching the area for their guardians. An open apartment door on Holloway Drive caught their attention. After knocking and receiving no response, an officer entered the apartment and discovered a male, later identified as Kiegan Willis, 26, lying unconscious on the bedroom floor.

Willis was awakened and told officers he believed the children were sleeping inside. The children's mother was subsequently contacted and took custody of the children.

Willis was placed under arrest on a charge of child neglect. He was given a court date and a $2,000 cash bond.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
