Charges have been filed in a case involving contraband at the Decatur County Jail.
According to the Decatur County Sheriff's Office, on Dec. 12, Brandon Gay and Robert Phillips, inmates at the Decatur County Detention Center, initiated a plan to have a detention deputy bring contraband into the facility. The investigation began when the inmates established communication with David Shrout. Shrout was to meet the detention deputy to provide the contraband to be brought into the facility. It was also established that the detention deputy would be paid through a cash app.
On Dec. 18, communication took place where Shrout agreed to meet the detention deputy. Upon Shrout's arrival at the meeting location, he was arrested by deputies of the Decatur County Sheriff’s Department with assistance from the Greensburg Police Department.
Evidence located in Shrout’s vehicle was consistent with what was agreed to be brought into the Detention Center.
David M. R. Shrout, 18, of Osgood, was charged with Trafficking with an Inmate (attempt) as a Level 5 Felony, Dealing in Marijuana as a Class A Misdemeanor and Possession of Marijuana as a Class B Misdemeanor.
Brandon Joe Gay, 29, of Greensburg, was charged with Trafficking with an Inmate (Conspiracy) as a Level 5 Felony, and Trafficking with an inmate (Attempt) as a Level 5 Felony.
Robert Brady Phillips, 35, of Milan, was charged with Trafficking with an Inmate (Conspiracy) as a Level 5 Felony, and Trafficking with an inmate (Attempt) as a Level 5 Felony.
