Charges have been filed in a case involving contraband at the Decatur County Jail.
According to the Decatur County Sheriff's Office, on Dec. 12, Brandon Gay and Robert Phillips, inmates at the Decatur County Detention Center, initiated a plan to have a detention deputy bring contraband into the facility. The investigation began when the inmates established communication with David Shrout. Shrout was to meet the detention deputy to provide the contraband to be brought into the facility.
