Marshall County officials to hold special meetings on Regional Sewer District Dissolution

The Marshall County Board of Commissioners and County Council have called special meetings for Monday, December 22, to discuss the dissolution of the Marshall County Regional Sewer District following the order from IDEM (Indiana Department of Environmental Management.

The Board of Commissioners will convene at 8:30 a.m., followed by the County Council at 9:00 a.m. Both meetings will be held in Room 203 of the County Building, located at 112 West Jefferson Street in Plymouth.  Both meetings are open to the public and will be streamed live on the county’s YouTube channel.

Last month, the Indiana Department of Environmental Management (IDEM) ordered the dissolution of the Marshall County Regional Sewer District, citing the project as economically unfeasible, unfair, and unreasonable. The decision came after project changes, delays, and mounting cost concerns from area residents.

The district was originally formed in 2024 to address failing septic systems in several priority areas throughout the county. However, residents faced potentially high connection and monthly costs, leading the Marshall County Commissioners and Council to jointly request that IDEM dissolve the district. Under the dissolution order, many homeowners will remain on septic systems rather than connecting to a public sewer system. 

The Regional Sewer District filed an appeal, allowing it to remain a legitimate entity while it negotiates with the county. Officials are now working to determine how the board will satisfy its outstanding debt, manage liabilities, and transfer assets to the county.

Monday's special meetings will address these ongoing negotiations and next steps in the dissolution process.
