Deputy Ash, with the Marshall County Sheriff's Department, conducted a traffic stop on a vehicle for exceeding the posted speed limit on U.S. 30 near the intersection with Michigan Street on Monday at 10 p.m.
During his investigation, the deputy learned that the driver had no license. The driver was identified as Carlos Arroyo, 33, of South Bend. He was subsequently taken into custody and booked into the Marshall County Jail for operating a motor vehicle without ever receiving a license. His cash bond was set at $100; he posted it shortly after being booked and was released Monday night.
Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
