William “Bill” Thomas Randall, 87, of Rochester

William “Bill” Thomas Randall, 87, of Rochester, passed away on Tuesday, April 07, 2026 at Hickory Creek, Rochester.

On May 11, 1938, Bill was born in Lakeland, Florida to Frank and Edna Gladys Sapp Randall. Growing up, he shared his childhood with his brother, Lamar. 

Bill and JoAnn Hickman Grogg were married on December 1, 1998 in Las Vegas, Nevada. Following his high school graduation, Bill completed his studies to earn his bachelor’s degree and became a mechanical engineer. Most notably, Bill enlisted in the United States Air Force and proudly served his country until he was honorably discharged. Some of Bill’s favorite pastimes included wood carving, painting, fishing and music – he was an accomplished flutist. Bill was a member of the LeRoy Shelton Legion Post 36, Veterans of Foreign War Post 1343, Fraternal Order of Eagles Aerie 852, and Rochester Moose Lodge.

Left to cherish the memories of Bill are his wife, JoAnn; three step-children: Christy Grogg of Rochester, David (Kathy) Grogg of Warsaw, Marci (Mark) Long of Grass Creek; step-grandchildren: Derek (Ali) Grogg of Southington, CT, Aaron Grogg of Bloomington, Kipp (Ashley) Long of Royal Center, Evan (Megan) Long of Lucerne, Kiki (Brent) Liggett of Carmel, McKinsey Palmer of Bourbon; and 11 step-great-grandchildren.

Preceding Bill in death are his parents, and brother, Lamar Randall.

Private family services for William “Bill” Thomas Randall will be held with Chaplain Jeremy Lozier officiating.

Military honors will be conducted by the Fulton County Veterans Honor Guard and the Wright-Patterson Air Force Base.
