This month, during the Plymouth Board of Zoning Appeals, they discussed the property at 500 West Jefferson Street and 1st Street. The property is owned by Calvin Bailey.
In November of 2024, Bailey was sent a letter from the City Building Inspector listing several violations on the property and giving him 15 days to address the violations. No action was taken, and Bailey failed to contact the city, so a $200 fine was issued. In early December, a letter was sent giving Bailey 15 days to pay the fine and comply with the city’s zoning ordinance or be subject to additional fines.
On December 13, Bailey filed an appeal seeking a determination of Building Commissioner Dennis Manuwal's determination that three semi-trailers at the rear of the property violate the city’s zoning ordinance. The BZA upheld the determination but told Bailey if he painted the semi-trailer to match the building and registered them, enclosed the 40-yard dumpster so it couldn’t be seen from the street, and put slats in the chain-link fence around the back of the property within 3 months they would waive the fine and Bailey agreed.
During the May meeting of the Plymouth BZA, it was determined Bailey hadn’t taken action to make improvements to the property that currently houses Hoffman Brothers Auto Parts and Handy Spot Liquor.
Manuwal told Board of Zoning Appeals members that Bailey said he was going to turn the back lot into a repo yard now.
Manuwal told BZA members he would reinstate the initial fine and begin implementing fines for Bailey’s violations as allowed.
