Plymouth extends Red Rock Inn Order to Take Action deadline with strict conditions for demolition

The Plymouth Board of Public Works and Safety has granted the owner of the Red Rock Inn property a modified order, extending the deadline for demolition until May 1, 2026. Building Commissioner Dennis Manuwal presented the updated terms to owner Nilesh Patel during a public meeting on Monday evening, following discussions earlier in the day with Mayor Listenberger.

The extension comes with several stringent conditions designed to ensure public safety and the timely completion of the project. To maintain the extended deadline, Mr. Patel must:

  • Fully secure all portions of the property, excluding the Mi Camino Restaurant, to prevent unauthorized access. This must be completed immediately.
  • Secure an approved demolition permit for all structures on the parcel, including the restaurant (whose lease runs through March 2026), before May 1, 2026.
  • The demolition must encompass all building contents and foundations, both above and below grade.
  • The site must be backfilled, graded to match the existing grade, and then covered with topsoil and seeded.
  • Provide a $500,000 performance bond to the city within 30 days. This bond guarantees the work will be completed by June 1, 2026, or forfeited to the city.

Failure to meet these conditions will result in significant penalties. If the work is not completed by June 1, 2026, all fines and penalties will be retroactively applied to the original order date of June 2, 2025. Furthermore, any violation on the property at any time could lead to the city canceling the modified order, requiring the property owner to perform the demolition without exception.
