The Marshall County Council will meet Monday at 5:30 p.m. in the second-floor meeting room of the County Building, 112 West Jefferson Street, for its regular October meeting, with a full agenda on the docket for consideration.
First on the agenda, the council will hear a resolution presented by its attorney, Marcel Lebbin, that makes a written determination under Indiana Code regarding the council's defunding of the Flock cameras. The resolution states that funds are not appropriated or otherwise available to support the continuation of the Flock System government agency customer agreement and declares that the agreement is canceled effective December 31, 2026.
The resolution formalizes the council's September vote to end funding for the county's six Flock cameras, a decision that passed 4-3 and has been at the center of ongoing debate among county officials and residents.
The agenda includes reports from the Budget/Finance Subcommittee, Highway Subcommittee, and Job Classification and Compensation Subcommittees. The Marshall County Museum will also provide its quarterly report to the council.
The council will consider additional appropriations and transfer requests, including a transfer of appropriations for Solid Waste. The agenda also includes an addendum to the county's job descriptions and an amendment to the 2025 Salary Ordinance.
The council is expected to approve the Lebbin Law invoice and adopt the 2027 Budget.
The Marshall County Council meeting is open to the public and will be streamed live on the county's YouTube channel.
