The 2025 Citizens of the Year Award was presented to Hector and Debbie Fernandez on Dec. 1 by Rochester Mayor Trent Odell, recognizing the positive impact they've made in the community for those recovering from addiction.

Hector and Debbie had both battled addiction themselves in the past. Their recovery inspired them to help others who dealt with similar issues.

The couple currently volunteer for four ministries locally with a goal of helping those who have struggled with substance abuse issues recover and regain a sense of community. Between helping with Celebrate Recovery at The Cross church in Rochester, to coordinating the Fulton County Jail Chemical Addiction Program and starting Road To Recovery in 2021 with Fulton County Community Foundation Director of Development Brian Johnson, Debbie said it's been their faith in God that has brought them to where they are today.

The award came as a surprise to the couple, catching Debbie and Hector completely off guard when Mayor Odell showed up to Celebrate Recovery at The Cross on Monday to present them their plaque.

“It's an honor and very humbling. We aren't big on recognition. Any of us could be good citizens. It's all about turning to God. Everyone is “broken” and recovering from something. We're all in this together,“ Debbie said. “Hector and I are just happy to help and plan on continuing to serve our community until we are not here on this earth anymore.“
