Knox man arrested for high-level OWI after speeding through downtown Plymouth

A Knox man was arrested late Saturday night after Plymouth police caught him speeding through the downtown area with a blood alcohol content more than two and a half times the legal limit.

On Saturday, April 4th, at approximately 11:50 p.m., Patrolman Allen with the Plymouth Police Department was on routine patrol when he observed a vehicle traveling southbound on North Michigan Street near West Jackson Street. According to the police report, the vehicle was clocked traveling at 51 mph in a posted 35 mph zone.

Patrolman Allen was able to catch up with the speeding vehicle and successfully initiated a traffic stop just outside the Plymouth Fire Department. Upon making contact with the driver, identified as 26-year-old Victor Flores Martinez of Knox, the officer began an investigation.

During the course of the traffic stop, police discovered that Flores Martinez was operating the motor vehicle without ever having obtained a driver's license. Furthermore, officers determined that he was operating the vehicle while heavily intoxicated. A chemical test revealed Flores Martinez had a blood alcohol concentration (BAC) of .210, which is well over double Indiana's legal driving limit of .08.

Flores Martinez was taken into custody at the scene and transported to the Marshall County Jail. He was officially booked and lodged on preliminary charges of operating a vehicle with a BAC of 0.15 or greater and operating a motor vehicle without ever receiving a license.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
