In July 2025, detectives with the Starke County Sheriff’s Department initiated a joint investigation alongside detectives from the Marshall County and Pulaski County Sheriff’s Departments.
The investigation began following allegations of sexual abuse involving a juvenile female.
Over the course of several months, investigators conducted numerous interviews and gathered substantial evidence, including social media communications between the suspect and the victim. The suspect was identified as Donald O. Risner, 35, of Monterey.
Upon completion of the investigation, a comprehensive report was submitted to the Starke County Prosecutor’s Office for review. On Thursday, formal charges were filed against Risner.
Risner is currently incarcerated at the Indiana Department of Correction’s Michigan City facility on an unrelated case. The Starke County Sheriff’s Office will assume custody once he is released and transport him to the Starke County Jail, where he will face the pending charges.
“Through our strong partnerships with fellow agencies and the dedicated efforts of our detectives, we were able to move this case forward and ensure it was thoroughly investigated. Our office remains committed to protecting our community and pursuing justice for victims," said Stake County Sheriff jack Rosa.
Risner is charged with nine Level 1 felony counts of child molesting and nine counts of Level 2 felony child seduction. There is also a Level 4 felony charge of sexual misconduct with a minor.
A bond was set at $250,000 cash by the Starke Circuit Court.
