Plymouth’s Police Chief John Weir was on patrol Tuesday morning when he saw a vehicle turn in between two large “Do Not Enter” signs near Michigan and Jefferson Streets.
He initiated a traffic stop on the vehicle just after 10:30 a.m. and found that the driver had never possessed a driver's license.
Rafael Eduardo Velasquez-Parra, 39, of East Jefferson Street was taken into custody and transported to the Marshall County Jail. He was booked in for operator never licensed and released after posting his cash bond.
