Serious violent felon arrested with firearm by city police

A traffic stop by an officer with the Plymouth Police Department resulted in the arrest of a serious violent felon in possession of a firearm and operating while intoxicated.

On Thursday morning, January 23, at approximately 2:35 am, Corporal Schieber with the Plymouth Police Department initiated a traffic stop on Michigan Street near Pennsylvania Avenue for an equipment and license violation. 

The driver, 41-year-old Kelly Cowger Jr of Clark Street in Plymouth, was ultimately found to have a loaded handgun.  He also showed signs of impairment and refused a chemical test.

After a search warrant was obtained and executed, Cowger was taken into custody.  He was transported and lodged in the Marshall County Jail on a $25,000 cash bond for a level 4 felony for possession of a firearm by a serious violent felon, along with an A misdemeanor for unlawful possession of a firearm by a domestic batterer and a C misdemeanor for operating a vehicle while intoxicated controlled substance.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
