Rolland Richard “Dick” Roe Jr., 81, Delphi, and formerly of Rochester, passed away at 1:04 P.M. Friday, June 26, 2026, at St. Elizabeth Assisted Living Facility, Delphi, Indiana.
He was born on July 26, 1944, in Rochester, Indiana, the son of Rolland Richard Roe Sr. and Donnabelle (Harvey) Rogers. On June 29, 1963, in Rochester, Indiana, he married Janice K. Flynn and she survives.
After graduating from Rochester High School, Dick started his professional career as a baker at a youthful age for Zimmerman Bakery before moving to Safeway Steel. He eventually started his long professional law enforcement career as a Deputy for the Fulton County Sheriff’s office. Over the years he served as Chief of Police for Rochester City and for Delphi Police Department as well as Town Marshall for Brookston, Indiana. He has also worked for Carroll County Emergency Services.
Dick had been a member of the Trinity United Methodist Church in Rochester and Delphi United Methodist Church. He was a member of the Lion’ Club, Fraternal Order of Police, many law enforcement organizations and served as Fulton County Democrat Chairperson. In his leisure time, he enjoyed fishing, hunting, growing a garden to give away produce, feeding his ducks and geese at his retirement community pond, and spending time with his wife and grandchildren.
Survivors include his wife, Janice K. Roe, Delphi, Indiana, children, David (Tina) Roe, Rochester, Indiana, Lisa (Mike) Perry, Delphi, Indiana, Shelly (John) Dyrek, Burnettsville, Indiana, grandchildren, Brendon (Sheridan) Roe, Lafayette, Indiana, Jarek (Maleah) Perry, Delphi, Indiana, Danielle (Dan) Mulvaney, Greenwood, Indiana, Damon (Tia) King, Lafayette, Indiana, great grandchildren, Arya and Milo Roe, Lafayette, Indiana, Quinn Mulvaney, Greenwood, Indiana, Beckett King, Lafayette, Indiana, siblings, Gary (Anna) Roe, Rochester, Indiana, Sharon (Dan) Rhoads, Huntersville, North Carolina, half-sister, Rhonda Roe, Las Vegas, Nevada, several nieces, and nephews. He was preceded in death by his parents, and brothers, James Stephen Roe, Timothy Roy Roe, and Kenneth Mark Roe.
Funeral services will be conducted at Noon Wednesday, July 1, 2026, at Zimmerman Bros. Funeral Home, Rochester, Indiana. Friends may visit from 10:00 A.M. to Noon Wednesday at the funeral home. Burial will follow in the Citizens Cemetery, Rochester, Indiana. Memorial contributions may be made to the F.O.P -Shop with-a-Cop or the Carroll County Food Pantry.
