The Plymouth City Council updated the city's Commercial Revitalization Rebate Grant Program Monday night, continuing a decade-long effort to improve commercial properties throughout the city.
The Commercial Revitalization Rebate Program (CRRP) has helped generate more than $1 million in private investment over the past ten years, assisting property owners with repairs and improvements to commercial buildings.
The rebate program funds exterior improvements to commercial properties within the city limits, including: walls and roofs, facades and awnings, signs and landscaping, along with parking facility improvements
Eligible rebate costs include labor and materials, but sales tax is not covered.
Under the updated program, the Common Council has set the rebate at a maximum of 50% of eligible costs, with a cap of $10,000 per project.
To qualify, commercial property owners within city limits must submit an application that includes at least two competitive proposals from reputable contractors (do-it-yourself work is not eligible for reimbursement), photos showing the property's current condition, and drawings, photos, or renderings of the planned improvements. Verification of property ownership is also required.
Applicants must attend a Common Council meeting to answer questions before the council votes on the rebate amount.
Once approved and the work is completed, property owners submit proof of payment to the contractor. The Clerk-Treasurer will then be authorized to issue the rebate check.
