Four arrested on drug charges in Rochester

Four people were arrested on drug charges earlier this month after reports concerning a home that was suspected of selling illegal narcotics in Rochester. 

According to court documents, on Feb. 16, the Rochester Police Department were informed about a home located at 317 W 11th St in Rochester where residents were possibly selling illegal narcotics. 

The witness advised officers a woman by the name of Traci Norman was among the multiple people allegedly dealing from the home and that multiple other people were also currently living in the residence with her. The reporting officer noted they had already received multiple other complaints prior to the accusation about ongoing issues with foot traffic and visitors coming and going from the home at all hours of the day and night. 

When conducting a trash pull from outside of the residence on Feb. 18 just after 1 a.m., officers located a small red cut straw containing a white residue and an orange pill bottle containing 57 white, oval shaped pills later identified as trimethoprim, a prescription only pill, was also located in the search. 

Once officers were able to obtain a search warrant to the home several hours police were able to make contact with the occupants inside the home who were identified as Traci L. Norman, 54; William J. Clemons, 55; James R. Reed, 60; Trevor L. Scharnhorst, 36; and an elderly woman officers reported was the homeowner that appeared to be bed ridden, in poor health condition and unable to be present during the search. 

Inside of the residence officers also discovered a clear bag containing a crystal like substance, a two dollar bill that contained a white residue and a baggie containing a green leafy substance. Reports state that as the investigation continued Norman advised officers the methamphetamine located in the her bedroom had been hers and that her husband, William Clemons, did not use that drug. 

Officers discovered James, another occupant of the home, in the basement on a recliner with a hypodermic needle syringe on his person and a clear bag containing a crystal like substance that later weighed at approximately 21.8 grams, three glass smoking devices containing burnt residue, two cut plastic straws, other empty clear small baggies, and a broken digital scale near the recliner he had been sitting on when law enforcement arrived. 

Norman was transported to the Fulton County Detention Center and booked on the ·charges of possession of methamphetamine, a Level 6 Felony; possession of marijuana, possession of paraphernalia, and visiting a common nuisance and has a $7,500 surety bond.

James was also transported to the Fulton County Jail and lodged at the Fulton County Detention Center  charges of dealing methamphetamine, a Level 5 Felony; possession of methamphetamine, a Level 6 Felony; illegal possession of a hypodermic syringe, a Level 6 Felony; possession of paraphernalia, Class C misdemeanor; and visiting a common nuisance, a Class B misdemeanor and has $50,000 surety bond. 

Scharnhorst was arrested and booked at the jail on charges of visiting a common nuisance, a Class B misdemeanor; and released on own recognizance.

Clemons was also transported to the Fulton County Jail on the charge of possession of marijuana, Class B misdemeanor; and released on own recognizance. It was also noted that prior to arriving at the jail the arresting officer located a small bag containing a crystal like substance in the right coin pocket of Clemon's pants. The evidence was sent to the departments lab at that time for further testing. During an interview at the jail Clemons admitted to officers he had purchased marijuana on Feb 17. 

All subjects are considered innocent until until his or her guilt is established beyond a reasonable doubt in the court of law.
